It's Expensive To Attract Good Employees To Work For A Vacant Lot

The grandiosely-named Great Park in Orange County, CA is a large, empty patch of weeds with a hge orange balloon in the middle, and that's pretty much it. They do hold occasional events there, but the thing is basically an empty space. For that, they have a staff of 19 full-timers and 5 part-timers. And they average $103,722 per full-timer. Why?!? What do they need all those people for if there's nothing going on? They say it's for "planning," but, so far, the county taxpayers have spent over $100 million in five years with practically nothing to show for it but, um, a balloon and weeds.
