I feel for this girl whose prep school won't give her a diploma because her parents owe the school $16,000, but, well, the school doesn't have a lot of options, does it? It could sue, but there's no money. And the parents made promises, including to do work for the school, for which the father was paid in advance, but he never finished the work. The parents pledged to make good on what they owed, and they allegedly reneged. If I'm the school, I let her have the diploma so she can go to college, and I sue the parents or cut a deal with the student to add it to her loan burden, but the way they're doing it isn't unreasonable, either.
