FCC Hits St. Louis AM Pair, Texas LPFM With Fines

The FCC has fined ENTERTAINMENT MEDIA TRUST, DENNIS J. WATKINS, TRUSTEE $8.500 for operating Oldies-Talk KZQZ-A/ST. LOUIS with an incorrect directional pattern, plus failure to conduct required equipment performance measurements in 2008 and 2009, and for failure to maintain and make available complete public files for KZQZ and Classic Country-Talk KQQZ-A/DESOTO-ST. LOUIS. The fine, originally $25,000 with a note that two other stations owned by the licensee had public file violations, was reduced for inability to pay.
Also, INTER-CITY CHRISTIAN YOUTH PROGRAM, INC. has been fined $1,750 for a lack of EAS equipment at low-power FM KCYP-LP/MISSION, TX. The fine was reduced due to the licensee's inability to pay.
And the Commission has proposed a $6,000 fine against PAULINO BERNAL for failure to notify the FCC about a change in ownership of a tower in TULIA, TX formerly used by now-deleted KTUE-A/TULIA. BERNAL bought KTUE from DOVE MEDIA in 2004 and acquired the tower with it but allegedly never informed the Commission of the tower transaction.
