FCC Reduces Fine Against WLBH, Hits WDJZ, South Central/Evansville With Proposed Fines

MATTOON BROADCASTING COMPANY has been fined $500 by the FCC for tower enclosure and main studio staffing violations at Adult Standards WLBH-A and Hot AC WLBH-F (MAGIC 97)/MATTOON, IL. The fine was reduced from $14,000 due to inability to pay.
The fine was levied after an FCC agent found a locked door and no answer to phone calls or doorbell rings at the station's main studio, plus two cars in the parking lot with flat tires and fences that were falling down or missing surrounding the towers of WLBH-A.
Also, the Commission proposed a $10,000 fine against PEOPLE'S BROADCAST NETWORK, LLC for fence enclosure violations at WDJZ-A/BRIDGEPORT, CT. The station's wooden fences were missing sections and the FCC says the GM told its agents that financial difficulties had prevented repairs.
The FCC also proposed an $8,000 fine against SOUTH CENTRAL COMMUNICATIONS CORP. for contest violations at its EVANSVILLE cluster. The stations offered a golf contest, the "Par 3 Shoot Out," that was not conducted as advertises, with at least one participant and "weekly winner" not getting the promised prize of a hat nor placed in a drawing for a LEXUS; while the company denies that the prize was not awarded, the second phase of the contest was never held as advertised, with the licensee saying that the employee running the contest had been terminated and the stations "simply forgot" the contest until getting a Letter of Inquiry from the Commission, at which point it changed the rules of eligibility and resumed the contest. BOONVILLE BROADCASTING, licensee of Adult Hits WEJK (107.1 JACK FM)/BOONVILLE, IN, which is operated by SOUTH CENTRAL in an LMA, was fined $4,000 for the same contest.
