FCC Upholds Denial Of Moves For KKJZ/Long Beach, WSPY-A/Geneva, IL

The FCC has denied CALIFORNIA STATE UNIVERSITY, LONG BEACH FOUNDATION's application to move noncommercial Jazz KKJZ (K-JAZZ 88.1)/LONG BEACH-LOS ANGELES north to a tower in the array of crosstown P&Y BROADCASTING Korean KMPC-A (RADIO KOREA) with 41 kw at 164 meters above average terrain.
SANTA MONICA COMMUNITY COLLEGE DISTRICT, licensee of co-channel noncommercial Triple A-News-Talk KCRY/MOJAVE, CA, objected to the move due to interference; KKJZ argued that Longley-Rice plots should be used rather than contour maps to determine interference based on terrain, but the Commission noted that 1.4 million people live in the overlap area and the area that would gain service from the change is already "abundantly served." And the Commission agreed with the objection that accepting the alternative showing would be a "fundamental change" in how contour overlap interference is treated. "The fact that an alternate methodology generates different results does not demonstrate that it is a more appropriate standard or otherwise provide a sufficient reason to make fundamental changes in our FM station protection policies," the Commission wrote.
The Commission also denied NELSON MULTIMEDIA, INC.'s application to move the community of license of Adult Standards WSPY-A/GENEVA, IL to MILLBROOK, IL. The move would have left GENEVA with no stations licensed to it; NELSON argued that its licensed transmitter site had become unavailable due to development and that a waiver should be issued to allow it to move, but the Commission called the submitted evidence "unconvincing" and "insufficient" and noted that NELSON had purchased the station knowing that the transmitter site was unavailable.
New LPFM Granted, Utica AM Relinquishes License
In other FCC action, ST. MARK RADIO ASSOCIATION has been granted a new low power FM in WILMINGTON, NC.
And the license of LEATHERSTOCKING MEDIA GROUP, INC.'s WUTI-A/UTICA, NY has been cancelled at the request of the licensee, as of JULY 21st.
