FCC Upholds Fine Against KURS/San Diego For Public File, Ownership Report Violations

The FCC has upheld its $12,000 fine and short-term renewal for QUETZAL BILINGUAL COMMUNICATIONS, INC. Spanish Religion KURS-A/SAN DIEGO due to public file violations and failure to file ownership reports. The station is receiving a four-year renewal term rather than the standard eight year term.
The station admitted in its license renewal application that quarterly issues/programs lists were not up to date and had been recreated, but the Commission said that requests for details of the missing issues and programs were ignored. The station also failed to file ownership reports for 2007, 2009, and 2011. The FCC said that QUETZAL failed to respond to the Notice of Apparent Liability sent on APRIL 19th in the matter.
