Copps Names Interim Staff, Calls For Better Communication

FCC Acting Chairman MICHAEL COPPS has announced some interim staff changes while he serves as the Commission's chair, with RICK CHESSEN serving as Acting Chief of Staff and SCOTT DEUTCHMAN as Acting Senior Legal Advisor. Legal Advisor to the Chief of the Wireless Telecommunications Bureau PAUL MURRAY is serving as interim Legal Advisor for wireless and international issues, replacing BRUCE GOTTLIEB, who is taking a temporary leave of absence.
In a statement to FCC staff, COPPS said that "In the weeks ahead, our three most important priorities will be, as you have heard me say already, DTV, DTV and DTV." He was critical of the agency's internal processes, telling the staff, "I am troubled that our lines of communication, both internal and external, seem to have frayed. Our credibility suffers when that happens. So the first thing we need to do as an organization is to improve our lines of communication, enhance the level of transparency in our work, and bring to our daily decisions the kind of openness that gives true credibility to everything we do."
He called on departments to work together to "to help solve problems upfront rather than having to try and fix them on the back end after things have gone wrong," and announced, "To promote more openness, starting this coming week, we will have a weekly Chairman’s Office Briefing with Bureau and Office chiefs, or their designees, and we will include a representative from each Commissioner’s office."
Returning to a theme he stressed as a Commissioner, COPPS called for opening FCC processes to the public "stakeholders," and suggested that the Commission reactivate its advisory committees and issue regular "White Papers" on public policy issues.
