Report: FCC To Propose Regulating Internet Like Phone Companies

THe WALL STREET JOURNAL is reporting that FCC Chairman JULIUS GENACHOWSKI will propose putting Internet service providers under Title 2 regulation in order to regulate Net neutrality. The reclassification of Internet companies as subject to the common carrier rules presently governing traditional telephone companies has been opposed by the ISPs; the move was in part prompted by a court's rejection of the Commission's attempt to punish COMCAST for throttling BitTorrent traffic as beyond the scope of the Commission's authority over the Internet.
While Title 2 would include rate regulation and opening cable lines to competitors, FCC officials tell the JOURNAL that the proposal will only apply some of Title 2's rules to the Internet.
