CRTC Revokes CHSC License

The CRTC has denied the application of PELLPROPCO INC. for renewal of the license of Oldies-Italian CHSC-A/ST. CATHARINES, ON. The revocation was the result of a series of violations including failure to adhere to CanCon restrictions, exceeding the maximum allowance of third-language programming, failure to provide complete logger tapes and program logs, and failure to provide complete financial statements and complete annual Canadian talent development expenditure reports for three broadcast years. The agency also said it had received complaints that since 2006 the station appeared to be targeting TORONTO's Italian-speaking community across the lake rather than ST CATHARINES. CHSC has been ordered to cease broadcasting as of the end of the broadcast day on AUGUST 31st.
The Commission also found that the JANUARY 26th, 2009 edition of SYLVAIN BOUCHARD's "BOUCHARD EN PARLE" show on COGECO DIFFUSION INC. French Talk CJMF/QUEBEC CITY, "while unpleasant, did not breach the objectives of the Broadcasting Act or the Radio Regulations, 1986." The show involved BOUCHARD, upset that a textbook included a section on politician FRANCOISE DAVID, telling students to tear the page out of their textbooks and send them in to win a copy of video game GUITAR HERO.
In the view of the Commission, "the host’s statements do not constitute gratuitous personal attacks. The words chosen to describe Ms. DAVID may have been exaggerated, unpleasant or in poor taste, but it remains that they pertained to the complainant’s public and political roles and not to her personal attributes or motivations. Furthermore, Ms. DAVID was not being targeted as a woman. The host’s criticism of the inclusion of Ms. DAVID in the workbook stemmed from his view that a politician and head of a political party should not appear in that publication."
And the CRTC has also approved two technical applications by HALIBURTON BROADCASTING GROUP INC., one to move the transmitter of AC CHPB (MOOSE FM 98.1)/COCHRANE, ON to a new site, and the other to decrease power at AC CKHT (MOOSE FM 94.5)/HEARST, ON, the rebroadcasting transmitter of CKAP (MOOSE FM 100.9)/KAPUSKASING, ON from 1,000 to 100 watts maximum ERP and change from non-directional to directional at a new site.
