CRTC Yanks CKLN/Toronto's License

The CRTC has revoked the license of RYERSON UNIVERSITY campus station CKLN/TORONTO due to what the agency called "breach of numerous regulations and conditions of licence" and an inability to "convince the Commission that it could operate the station in a compliant manner going forward." The action follows CRTC investigations that began in JULY 2009 after complaints were received regarding the station's management, including a seven-month lockout from the studios by the building manager, and the station subsequently failed to comply with several CRTC regulations, including submission of audible on-air tapes, program logs, and other records.
CRTC Chairman KONRAD VON FINCKENSTEIN said, "Holding a broadcasting licence is a privilege that comes with responsibilities and regulatory obligations. CKLN Radio was given several warnings and opportunities to come into compliance. Each time, it demonstrated an inability or unwillingness to address our concerns. Taking away its licence is the only appropriate course of action in this case."
In other CRTC notices, INTERCITY BROADCASTING NETWORK INC. is applying to use 98.7 FM for its previously-granted new World Beat-Religion station in TORONTO. The station was granted a permit in 2006 contingent on finding a new frequency; 98.7 FM is second-adjacent to the CBC's CBLA/TORONTO but the agency says that INTERCITY's proposed facility would be technically acceptable.
COCHRANE POLAR BEAR RADIO CLUB has applied for a new 5-watt English-language developmental community FM on 88.5 in SMOOTH ROCK FALLS, ON.
MUSKEG LAKE CREE NATION RADIO STATION CORPORATION has applied for a new English-language Type B Native FM station at MUSKEG LAKE CREE NATION, SK, with 30 watts at 104.3 FM.
RADIO HUMSAFAR INC.'s 7590474 CANADA, INC. has applied to buy CJLV-A/LAVAL, QC from DIFFUSION LAVAL, INC. for $200,000.
COBEQUID RADIO SOCIETY has applied for an English-language Type B community FM radio station with 50 watts on 106.9 FM in LOWER SACKVILLE, NS.
And LE CLUB DE LA RADIO COMMUNAUTAIRE DE PLAMONDON-LAC LA BICHE is applying for a new French-language FM Type A community station in PLAMONDON-LAC LA BICHE, AB with 1,215 watts on 92.1 FM.
