FCC Slams St. Louis AM Quartet With $39,000 In Proposed Fines

The FCC has proposed $39,000 worth of fines against ENTERTAINMENT MEDIA TRUST for various violations at the company's ST. LOUIS-area stations.
The company, with DENNIS J. WATKINS as trustee, is being cited for $25,000 for failing to conduct required annual equipment performance measurements (with a failure to change to nighttime parameters as evidence) at Talk-Oldies KZQZ-A/ST. LOUIS and failing to maintain and make available complete public inspection files for KZQZ and Classic Country-Talk KQQZ-A/DE SOTO, MO.
In addition, the company was cited for $24,000 for failing to have public files available at Adult Standards WQQX-A/EAST ST. LOUIS, IL and Classic Country WQQW-A/HIGHLAND, IL. The fines were revised upward because of the additional violations at the other stations, which the Commission said raised concerns that the licensee "may have a systematic compliance issue with the Commission’s public inspection file rules."
