ED STOLZ' ROYCE INTERNATIONAL BROADCASTING CO. has filed an appeal of the FCC's dismissal of the company's application for additional time to construct long-unbuilt KIEV-A/CULVER CITY, CA.
ROYCE's court filing in the U.S. Court fo Appeals for the DISTRICT OF COLUMBIA Circuit alleges that the Commission "dismissed ROYCE's Petition for Reconsideration without even considering the merits of that petition" and called the decision "arbitrary and capricious, not in accordance with FCC precedent, not supported by substantial evidence, and... otherwise contrary to law."
The Commission released its dismissal of the ROYCE petition on JUNE 28th. The initial construction permit for the new station on 1500 AM was granted in 1984 (and then licensed to BURBANK).
