FCC Fines Florida Unlicensed Broadcaster, Texas AM; Proposes Fine On California AM

The FCC has denied NEAL DAVIS' appeal of a $10,000 fine for operation of an unlicensed radio station on 96.1 FM in FORT LAUDERDALE. DAVIS appealed on the grounds that he is unemployed and has no income. He also claimed to be homeless, although the Commission noted that he appears to have a residential address.
The Commission also has proposed a $15,000 fine against GULF-CALIFORNIA BROADCASTING CO. for missing quarterly issues/programs lists at Spanish Religion KESQ-A (RADIO ALPHA & OMEGA)/INDIO, CA. The station had been until shortly before the inspection operated by another party under an LMA, but the LMA operator could not produce the lists.
THE L.R. RADIO GROUP, INC. has been fined $8,000 for maintaining an incomplete public file at Talk KPIR-A/GRANBURY, TX. An inspection by the FCC found that the file was missing “The Public and Broadcasting” and the most recent ownership report; the licensee maintained that the inspection was perfunctory (ten minutes) but the Commission said that the inspections took longer and are supported by detailed reports. It also said that the President of the company, the only staffer on duty, was on the air when the inspection commenced, but the Commission said that inadequate staffing is not a cause for mitigation of the fine. The fine was reduced from $10,000 based on a history of compliance with the rules.MANHATTAN BROADCASTING CO. Talk KMAN-A/MANHATTAN, KS is reporting that the FCC is investigating reports of a pirate radio station in MANHATTAN, KS airing an anti-government online station, the "REPUBLIC BROADCASTING NETWORK." FCC KANSAS CITY District Director RON RAMAGE confirmed the investigation of the signal, heard on 88.3 FM.
