  NOALMARK BROADCASTING Country KIXB (KIX 103)/ EL DORADO, AR GM/VP/Operations SANDY SANFORD has submitted his resignation, effective on THURSDAY, JANUARY 31^st. SANFORD plans to open a new marketing and advertising firm called SANDBOX CREATIONS.
  
  SANFORD has been with the company for 10 years, and was promoted to VP/Operations in MARCH of 2011 (NET NEWS 3/28/11).
