FCC Fines Parties In KRDO-F/Colorado Springs Sale Under Consent Decree

The FCC has entered a Consent Decree with OPTIMA COMMUNICATIONS, INC. and NEWS-PRESS AND GAZETTE's PIKES PEAK TELEVISION, INC., with OPTIMA and PIKES PEAK collectively paying an $8,000 fine to settle a violation of the rules regarding time brokerage agreements at News-Talk KRDO-F/SECURITY-COLORADO SPRINGS, CO.
Specifically, OPTIMA, selling the station to PIKES PEAK, brokered the station out to PIKES PEAK in advance of the sale (in an arrangement in place for several years), but the agreement "improperly delegated core licensee financial responsibilities by allowing an affiliated corporate entity of PIKES PEAK to make direct payments of certain Station obligations and expenses, including a debt owed to a third party, its site lease, and the Station’s telephone line."
The Consent Decree also allowed the Commission to approve the sale of the station.
