THe FCC also dismissed SINCERE SEVEN's application for a new low power FM at WASHINGTON, DC due to misrepresentation issues. The applicant, the Commission said, failed to list a convicted felon, PERRY REDD, as Executive Officer of the applicant, and also failed to disclose that another operation, WILLIAM TUCKER's WOOK RADIO DC, had a "Fiscal Sponsorship Agreement" with SINCERE SEVEN so it would qualify for a point in the LPFM application pool and would control the operation of the new station's programming; TUCKER complained to the FCC that SINCERE SEVEN had terminated and breached that agreement, and that TUCKER and another officer of WOOK, KENDALL MITCHELL, were not identified as parties to the application. The Commission concluded "that the Application was prepared and signed by TUCKER under the name of S7 through a CDBS account controlled by TUCKER at the time the Application was filed, that WOOK was the real party in interest behind the Application, and that WOOK intended to control the proposed station.34 S7 was merely a 'front' used for gaming the Commission's point system and-because of its tax-exempt status-for funneling donations to WOOK."
