ENTERCOM ATLANTA LICENSE, LLC is selling WQXI-A/ATLANTA to KYUNG SOOK PARK's ATLANTA RADIO KOREA, INC. for $850,000 plus a time brokerage agreement before closing. Once the market's dominant Sports station, the station has been simulcasting Hot AC WSTR (STAR 94.1)/ATLANTA for the past year. The buyer programs its Korean-language content on crosstown WPBS-A/CONYERS, GA.

KALIL AND CO. served as exclusive broker for the deal.
The involuntary assignment of the license of KBNH-A and KORC/BURNS, OR from HARNEY COUNTY RADIO, LLC to receiver TONI CARSON has been withdrawn. The transfer had been approved but rescinded after, on the same day that it was approved, the Commission received an informal objection from STARLIGHT BROADCASTING LLC clalming a "veritable catalog of Ms. CARSON's mis-statements under oath and her cherry picking of evidence in a way that, while supporting her position, obscures inconvenient documentary evidence that would otherwise undermine her contentions." The OREGON Circuit Court in HARNEY COUNTY set aside CARSON's appointment as receiver, with Judge W.D. CRAMER, JR. saying that the receiver "has no direct claim on the FCC license as plaintiffs in the case have no contractural right to it. Therefore it is improper to indirectly encumber it."
And in a complicated case involving license renewals of PENINSULA COMMUNICATIONS' KGTL-A and KWVV/HOMER, AK; KXBA/NIKISKI, AK; and KPEN/SOLDOTNA, AK and 12 FM translators and technical modifications to KWVV and K272CN/HOMER, AK, the Commission decided that at least eight of PENINSULA's translators -- K257DB/ANCHOR POINT, AK; K272CN, HOMER, AK; K272DG and K285EG/SEWARD, AK; K274AB and K285AA/KODIAK, AK; K285EF, KENAI, AK; and K283AB, KENAI/SOLDOTNA, AK -- violate FCC rules against a company owning and operating commercial FM translators outside the protected service contour of the co-owned primary station and some others may also fall afoul of the rules, and therefore has granted some of the renewals unconditionally and others with conditions, and has denied the K272CN modification. Specifically, the KGTL and KXBA renewal applications in 2005 and 2013 were unconditionally granted, while KPEN and KWVV were renewed on condition that within 60 days, the translators are all brought into compliance or cease operations. Competitors KSRM, INC and NORTHERN RADIO, INC. objected to the 2005 renewals and KENAI BROADCASING LLC sought reconsideration of the K272CN modification. The FCC previously fined PENINSULA $140,000, and the licensee was hit with an injunction ordering that the translators be silenced; changes to the law as part of the Satellite Home Viewer Extension and Reauthorization Act of 2004 led to the licenses being reinstated, but the Commission says that the SHVERA changes do not allow PENINSULA to operate in contravention of the law in perpetuity.
