The grant to AMERICAN FM ASSOCIATES, INC. of a move-in of W232CL/ROXANNA, DE to become W276DE/BALTIMORE has been rescinded after a complaint by co-channel EMPIRE BROADCASTING SYSTEM, INC. Triple A WRNR/GRASONVILLE-ANNAPOLIS-BALTIMORE that noted the application did not provide adequate notice of the applicant's true plans, with the public notice appearing to be a change that would keep the translator in ROXANNA with no indication of a move to BALTIMORE, where WRNR can show significant listenership. A new application has been filed to move the translator to channel 232 (94.3 FM), again rebroadcasting Religion WRBS-A/BALTIMORE.
LIBERTY BROADCASTING SYSTEM, LLC has requested an extension of its Silent STA for KFIO-A/DISHMAN, WA while it completes testing on its new transmission system.

Also, CONUNDRUM COMMUNICATIONS INVESTMENTS, INC. has closed on the sale of K236CJ, K260CL, and K283AS/HAYDEN, CO to CATHOLIC RADIO NETWORK, INC. for $96,000. And STARBOARD MEDIA FOUNDATION, INC. is selling K224EB/CUT BANK, MT (now K274CY/WHITEFISH, MT) to BEE BROADCASTING, INC. for $10,000. The buyer is moving the translator to rebroadcast Sports KSAM-A (SAM 1240 AM)/WHITEFISH, MT.
The Commission also affirmed its grant of a low-power FM, KCOD-LP/DECORAH, IA, to COMMUNITY RADIO OF DECORAH, POSTVILLE AND NORTHEAST IOWA, denying an Application for Review by WENNES COMMUNICATIONS STATIONS, INC. and DECORAH BROADCASTING, INC, but sending the case to the Media Bureau for a possible fine because the person who certified that nobody involved with the initial application had an attributable interest in any non-LPFM licensee, JAMES GLESNE, happened to be serving at the time on the board of another station, POSTVILLE CHAMBER OF COMMERCE noncommercial Variety KPVL/POSTVILLE, IA. GLESNE subsequently resigned, although Commissioner AJIT PAI noted that the date of the resignation was backdated to appear that the resignation complied with the rules, a development he called "troubling," although he concurred in the ultimate decision to affirm the grant and investigate the case further.
