Miami's 'Revolution Radio' Asks FCC To Let It Have Foreign Ownership

A proposed change in the ownership structure of Dance "REVOLUTION RADIO" simulcast WZFL/ISLAMORADA-WBGF/BELLE GLADE-W228BV/FORT LAUDERDALE-W228BY/MIAMI would put the license in the hands of three Italian citizens if the FCC grants a waiver of foreign ownership restrictions. ANCO MEDIA GROUP, LLC, headed by CLAUDIO DOMPE, station GM/PD/host MARCO MAZZOLLI, and DOMPE's daughter CLAUDIA and MAZZOLLI's wife STEFANIA PITTALUGA, all Italian citizens, would acquire the stations from ZOO COMMUNICATIONS, LLC, which is owned by CLAUDIO DOMPE (20%) and U.S. citizens MARCELLA MANCA and KIMBERLY BIANCHINI SCUDELLARI for $1 million in a promissory note.
In other filings with the FCC, CUMULUS' RADIO LICENSE HOLDING CBC, LLC is selling Sports KRRF-A/MURRAY, UT to VIC MICHAEL's KONA COAST RADIO, LLC for $175,000.
AWARE FM, INC. has filed for an STA to operate K219LL/CHUALAR, CA with reduced power to mitigate an interference complaint from co-channel KCBX PUBLIC RADIO Variety KNBX (CENTRAL COAST PUBLIC RADIO)/SAN ARDO, CA.
iHEARTMEDIA's CITICASTERS LICENSES, INC. has applied for an extension of its Silent STA for KWDZ-A/SALT LAKE CITY "as we work with other parties to find a way to return the facility to air."
CALVARY EVANGELISTIC MISSION, INC. has filed for an STA to operate Religion WCGB-A/JUANA DIAZ, PR with a temporary lower-power transmitter while it repairs its main transmitter damaged by Hurricane Maria.

The Commission also denied challenges by TRIANGLE ACCESS BROADCASTING, INC., licensee of low power WRLY-LP/RALEIGH, NC, to modification petitions and license applications by CURTIS MEDIA affiliates EASTERN AIRWAVES, LLC for and W251CA/ROLESVILLE, NC and FM 102.9 LLC for W254AS/ROLESVILLE, NC and the license application of EASTERN AIRWAVES for W228AC/CARY, NC. TRIANGLE's primary objection to the modifications was that the CURTIS companies had failed to show a need for the translators other than rebroadcasting HD subchannels; CURTIS noted that a showing of technical need is not necessary when applications do not involve contour overlap between translators. The Commission ruled that the technical need rule only applies when the "same programming" or "same signal area" are involved, and that digital subchannels are not the same as "signal" for the rule's purposes.
