  The FCC Enforcement Bureau has fined WINSTON TULLOCH $25,000 for operating a pirate FM station on 90.9 FM in PATERSON, NJ.
  
  The fine was originally proposed in APRIL and followed several observations by FCC agents of the pirate station's operation and Notices of Unlicensed Radio Operation, which the Commission said TULLOCH ignored.
