FCC Slaps Two Boston FM Pirates With Big Proposed Fines

The FCC has unloaded against a pair of BOSTON pirate FM station operators, including the largest fine ever proposed against an unlicensed radio operator.
The Commission proposed a $453,015 fine against GERLENS CESAR for operating unlicensed "RADIO TELEBOSTON" on 90.1 and 92.1 FM and using three separate transmitters for the operation, deemed three apparent violations of the law and earning CESAR the maximum fine for each. The FCC said that multiple written notices were met with continued operation of the station.
Another maximum fine has been proposed against ACEROME JEAN CHARLES for operating "RADIO CONCORDE," a longtime pirate on 106.3 FM in the MATTAPAN area; the station apparently interfered with W291CZ/BOSTON, rebroadcasting BEASLEY Business WRCA-A (BLOOMBERG RADIO)/WATERTOWN. Again, formal warnings were not heeded, the Commission said.
