Investigators: Tomlinson Violated Law, CPB Procedures

CORPORATION FOR PUBLIC BROADCASTING investigators report that former CPB Chairman KENNETH Y. TOMLINSON broke the federal Public Broadcasting Act law and CPB rules in his attempts to combat what he perceived as public radio and TV's liberal bias.
The report says that TOMLINSON's involvement in programming decisions violated the prohibition against such acts by the CPB board and his hiring of Republican consultants to lobby against proposed public broadcastig legislation and the hiring of two ombudsmen violated CPB procedures; TOMLINSON, issuing a statement that accompanied the release of the report, denied the allegations as "malicious and irresponsible" and saying that the report would discourage reform-minded CPB members from trying to change the organization.
