Two NEW YORK pirate operators get $10,000 fines each from the FCC for running unlicensed FMs. ALEXANDER KISSI was cited for operating on 96.5 FM in the BRONX, while YVON LOUIS was hit with the fine for running a station on 88.1 FM in HOLLIS, QUEENS.
