Texas Pirate Gets Fined

The FCC has fined RAYMOND FRANK $10,000 for running a pirate FM in AUSTIN. The station aired on 90.1 FM in the TEXAS capital; FRANK had been warned about a previous unlicensed transmitter on 100.1 FM, which he told the Commission in 2007 he had ceased operating.
After telling the Commission this time that he would cease operations, he responded to the Notice Of Apparent Liabilitty by saying that he is a citizen of the Republic of TEXAS and therefore not subject to UNITED STATES laws, but also claimed that the rules violate the First Amendment of the U.S. Constitution.
