What's a critical infrastructure expense for a state and what isn't? Massachusetts thinks that it's critical to spend $4.6 million to replace a horse bridge. A what? See, there's a reservation with horse trails, and this bridge connects two parts divided by a highway. The horse riders are happy, but there are very few of them. And the estimate is that the state is paying about $92,000 per horse for the thing. Necessity? And even if it is, who should be paying for it, the two stables which use it most or the taxpayers who will never use it?
