Why Don't Those Voices Ever Tell People To Do Good Things?

Here's another story that points out how random life can be: A teenage girl was walking in front of a school when a 47-year-old guy walked up and tried to stab her. Several bystanders umped out of their cars to stop him and hold him for police. He said voices in his head told him to hurt somebody. It's disturbing that while they took him for a mental health evaluation, the judge actually set bond. Why? Why would you give this guy even the possibility of getting back on the street right now?
