They Didn't Think That Part Was Worth Mentioning

What duty of disclosure does the state owe a family that takes in a foster child? This foster mother says that social workers knew that the 16-year-old boy she agreed to take in had a history of severe sexual abuse, but didn't tell her that. And then he repeatedly raped her 9-year-old daughter. You know, if you have a 9-year-old, what are you taking a teen foster kid in for? I know you want to do a nice thing, but, really, you have to take care of your own family first and leave the "difficult placements" to families who are better suited to deal with them.
