Is Surviving 'Elective'?

This woman needs a liver transplant. Her husband's insurance won't cover more than $50,000 (it costs $500,000), because they claim all transplants are "elective surgery." But if they divorce, she can get state aid. So, in effect, in order for her to survive, she has to divorce her husband. This seems insane, but that's the way the system works. Friends are raising money for them, but it seems like they'll have to divorce to save her life. How did we get to this point where the means to save lives exist, yet nobody can afford them?
