Well, The Cough's Gone, But Now I'm Burping Bubbles

What disturbs me about this story, in which a woman bought a bottle of cough syrup, drained it, replaced it with liquid soap, returned it to the store, and got her $26.52 back, isn't the fraud, although that's bad. It's that the drug store RESTOCKED the opened and refilled bottle. Someone else bought it and only then found out that the thing had been tampered with. You mean drug stores take drug returns and just stick the items back on the shelves? Does that seem right to you? (Haverhill Eagle-Tribune)
