This guy is demanding that the Postal Service refund his money, and he's gotten nowhere. What does he want? 88 cents. Ridiculous? Well, here's his point: He sent something and it was returned to sender with the two stamps not cancelled but a line in marker drawn across them instead. There was no reason the letter couldn't have been delivered, which he proved by resending it in another envelope with the same address and postage and seeing it arrive three days later. His larger point is that the USPS could be using these random return-to-senders as a way to keep your money -- it adds up. But that would require a lot more people to get their mailings returned.
