Just before I went on break, we saw the California legislature pull a fast one and slip into law, without public debate, a law barring teacher layoffs, whether there's money to pay them or not. Now, the fallout, as school boards and municipalities say they now have no say over how to make their budgets. The union, however, is ecstatic. Why did the legislature do this? Hint: It's not for the kids. (Los Angeles Times)
