Los Angeles has been fining people almost $500 for running red lights at intersections equipped with cameras for the last few years. But it's only now that they're admitting something they never told the public: Violators didn't have to pay the tickets. Turns out that the city never had the authority to fine anyone for the violations, and KNEW IT. If you got a ticket and ignored it, they'd make one collection phone call, and then... nothing. No points on your license, no collection, no credit ding. Nothing. It was all, the city says, "voluntary." And if you were a good citizen and paid, well, too bad, no refunds. If you had any doubt that these cameras were "revenue enhancers" and not safety tools, here's proof of what they were really all about. (Los Angeles Times)
