Is It The Bandit's Fault Or Smokey's?

The thing that comes to mind when I read about a 112 mph, 32-mile police chase that started as an attempted speeding stop is how much of the crime was precisely BECAUSE the police gave chase. Granted, the guy who took off in an attempt to get away endangered people, and you can't condone 100 mph-plus speeding, but would he have endangered people for 32 miles had he not been chased? Maybe he'd have continued at 100 mph for a while, but did the chase make things worse? (Las Vegas Sun)
