Hey, It Slows Everyone Down. Isn't That The Point?

Cops in Florida ticket drivers who flash their headlights to warn oncoming traffic that a cop lays in wait ahead. Interesting thing: that's not against the law. There is no Florida law against that, and now there's a lawsuit against the cops for behaving as if there WAS a law. As for the places where it IS against the law: why? Isn't that a free speech issue? What right do cops have to write speeding tickets that prevents people from warning others about it? (Orlando Sentinel)
