Tampa passed a ban on street begging, and it didn't take the panhandlers off the medians of city streets on its 1st day. But like for every other law, there is a loophole, and somebody found it: they've launched a "street newspaper" and will have homeless people selling it. They have these in several cities, and nobody actually reads the newspaper. It's there to give homeless people a reason to be in places where they're not supposed to be, and maybe make a few bucks from sympathetic passers-by. so the law isn't going to be all that effective in the long run.
