She used to be a man, and the federal government, in the form of the Social Security Administration, agrees that she's now a woman. But her transition isn't complete, so Tennessee won't change her driver's license to show that she's female. And that last part is why she went to the Driver License Office parking lot and took her top off, exposing her breasts. See, if the state won't classify her as female, how can they charge her with exposure? Can the state say you're a man, but charge you as a woman? I think she's right -- if the state classifies her as a man, she's a man for purposes of the law. If they want to charge her, they have to reclassify her.
