In Australia, every cell phone carrier is required to keep track of phone serial numbers and shut them down when they're reported stolen. The effect: Nobody steals phones, because they're useless after they're stolen. They're remotely bricked; you can't activate them on any network. Why, then, asks the San Francisco Chronicle's C.V. Nevius, don't American carriers do the same? Simple: They make money when someone activates a stolen phone, and money when you have to buy a new one (at non-upgrade price).
