Why We Can't Have Nice Things

Sometimes, you just wonder why people and institutions don't exercise any common sense at all. Take this woman in impoverished Chester, PA who administers a simple free lunch program for poor kids in her neighborhood, funded by the state and backed by the Archdiocese. The city, with apparently nothing better to do, suddenly told her that she has to apply for a variance to operate the program in a residential area or get shut down and fined. And the variance would cost her a lot of money she doesn't have. Why are they doing this? Was the law in question really enacted to prevent someone from handing out sandwiches for free or to prevent a restaurant from opening in a residential neighborhood? This should have been taken care of with a phone call, but that's too much for bureaucrats and politicians to handle. (WCAU-TV/Philadelphia)
