A committee of the L.A. City Council has voted to ban sales of commercially bred dogs, cats and rabbits in pet stores. They want to stop puppy mills, and that's noble, except for this: The only effect will be on pet stores, who will basically be out of the pet sales business, legitimate or not. And those who want specially-bred pets will get them anyway, either from stores in adjacent cities or on the black market. Jobs lost and the trade keeps going. Not the intended result, but you can't stop it. (Los Angeles Daily News)
