Well, If We Take Extra Money From You, We'd Have To Accept That From EVERYONE

In 2013, why, oh why do buses and trains and toll booths so often require exact change? In this case, a woman in Montreal toting her 2-year-old son did not have $3 in change, but did have a $5 bill. The bus driver wouldn't take the money because the system wouldn't take bills, and warned her that if an inspector came aboard, she'd be in trouble. Sure enough, later, inspectors boarded -- she finds this "coincidence" suspicious -- and fined her $219. She had the money and TRIED TO PAY. Are people such sticklers for the rules that they would fine her instead of, oh, say, letting her ride, or making change for her, or just using common sense? And why DON'T the fare boxes in a major city not take bills when the buses in lots of cities do? (CBC)
