New army recruits have new tattoo regulations with which to comply: none showing below the elbows and knees or above the neckline. They already been racist, sexist, or extremist tattoos. Assuming that the regulation is signed by the Secretary of the Army, it'll go into effect in 30 to 60 days. You'd think that the military would be a haven for people with tattoos, but they like to regulate that kind of thing. (ABC News)
