'He'll Grow Out Of It' Seems Woefully Inadequate

I think there's a general consensus that a kindergartener is too young to really, consciously sexually harass a classmate, but what do you do when a kid does abuse and harass his classmates, sometimes in a sexual way? We're talking about a six-year-old who not only hits and spits at girls but pulls down his pants, shows off his penis, and tells classmates to do sexual things to him. First, where did he learn that stuff, and second, how do you stop him from acting out? Is a suspension enough? Where are his parents, and what should they do? (KATU-TV/Portland)
