The Secret Service knows that it has a little trouble separating serious and not-so-serious threats, so it's put out a call for the development of a Twitter sarcasm detector so it doesn't waste time, money, and manpower on someone's joke tweet. And that makes a lot of sense, if it's at all possible to do. Actually, it becomes something larger than just the feds trying to parse jokes; If artificial intelligence can tell when someone's being facetious, that's one step closer to robots being more human, and it's the stuff of science fiction.
