Neither Rain Nor Snow Nor... Well, A Missing ZIP Code Would Be A Problem For Us

Hold on, there's something strange here: A letter showed up 57 years late. It was sent in 1958 to a post office box in Redlands, CA and was stamped "Delayed Due To Incorrect ZIP Code." But there WERE no ZIP codes in 1958. ZIP codes started in 1963. So if that's the case, and the letter didn't have a ZIP code... what happened? ZIP codes were not always required, and this means that there was at least one delay from 1957 to 1963, so... who screwed up and why? (KCBS-TV-KCAL-TV/Los Angeles)
