The President Can't Do Anything He Wants At Any Time. Just Seems That Way

A unanimous Supreme Court slapped the President back a little by ruling that his recess appointments to the National Labor Relations Board in 2012 were unconstitutional. Seems that the Senate wasn't in recess at the time. The court says that a) a recess isn't a recess unless it's 10 days or more, b) the only scheduled recess is the official holiday break between sessions, and c) recess appointments are limited to openings that occur during the recess. So if the President wants to circumvent the Senate on appointments, he can do it, but it's limited. (AP via New York Times)
