New Jersey banned cellphone use behind the wheel and made it a primary offense -- you can be pulled over for it whether or not another offense has been committed -- on March 1, 2008. How's it going? A review by the Bergen Record shows that plenty of people are ignoring the ban despite the threat of a $100 fine. You can't really enforce the law, and people don't stop. Here in California, with larger fines, I see people with their phones pressed to their ears while they're driving all the time, every day, at every traffic light, and there's zero enforcement. It's all pointless.
