So Charge Non-Residents For Parking. Might As Well Make Money On Them

My town is being overrun by tourists and hikers attracted by glowing social media reviews of our trails, and the people who live by the parks where out-of-towners like to start their journeys are not pleased. That's because the hikers clog the roads, make noise in the early hours, and leave graffiti and trash behind. The area was quiet and peaceful before the word got out. On the other hand, these ARE public places, so... how do you balance the two interests? (For the record, the other area with a tourist influx in the article is where I live, but our neighborhood, blocks from the trails, has always had strict permit-only parking restrictions, so we don't experience the same issues...)
