The flaw in the reporting of this story is that it is never explained why a man paced in front of a restaurant every day in a rat costume. It only reports that a judge has ruled that doing so is NOT "stalking," because the restaurant owner never felt personally threatened. But WTF? Yes, it's legal and within your rights to stand outside a business in a costume, but who does that and why? (The Oregonian)
