When I was in school, it always started in September, after Labor Day. Now, school starts earlier and earlier, in most cases in August. Why? The explanations are varied -- union rules, wanting the school year to end earlier so students can go to collegiate summer school, additional instruction (ha!) -- but none counter the fact that when it's 100 degrees outside, going to school, especially if there's no A/C (and my schools NEVER had A/C), is torture in August.
