If You're Really That Upset With The City, Post Angry Tweets Instead

Guy tried to pay his $20 parking ticket in pennies. The city clerk refused to take it. Federal law says that pennies are legal tender. The city contends that they shouldn't have to count out pennies and that even though they have no written policy against taking coins, it's "common sense" and they can require you to count and roll them yourself. Yeah, paying with coins is a dick move and it inconveniences some poor civil servant who didn't do anything to deserve the abuse, but on the other hand, if it's not against law or even written policy, how can they say no?
